Monitoring and evaluation is one of the big problem areas of the official development assistance (ODA) world. It costs too much, and typically comes too late and does too little. A well managed project needs something vastly different from the typical ODA style monitoring and evaluation exercise.

My experience as an engineer using control theory was that early data and early intervention was the key to successful control. I applied this successfully in corporate management both as a factory manager and as a corporate CFO ... get the data fast, and have feedback so that anything bad gets fixed fast.

When I tried to apply this in the ODA world ... it was hopeless. The failure of decision makers in the ODA world to respond effectively before the client is dead is my biggest disappointment in life. I have, however, not given up ... and am hoping there will be a paradigm change sooner rather than later. Part of this is a system emerging called Community Analytics ... please stay tuned!
