This is a new requirements imposed on stakeholders at multiple levels, not only to identify upgrading opportunities and propose a course of action for multi-level collaboration within the value chain, but also across different industry sectors, among government bodies and civil society. The multi-stakeholder may require new skills to carry out these tasks.
