Structure-conduct-performance (SCP) examines how market structure and behavior of providers of services and commodities affect the performance of markets. Common elements of market structure that affect conduct and rivalry are number of buyers and sellers, barriers to entry and vertical coordination. Examples of conduct are price-setting behavior and buying/selling practices. This framework defines market performance as “the extent to which markets result in outcomes that are deemed good or preferred by society,” including regular availability of commodities, stable prices, meeting standards, etc. This guidance offers questions that can be used in interviews to obtain this information.
